Mr Arifkhanov is the Chairman of the Management Board. He was born on November 28, 1974. Mr Arifkhanov graduated from the Kazakh State Academy of Management. Then he graduated from the Diplomatic Academy of Kazakhstan's Foreign Affairs Ministry with honors, and in the framework of the presidential program "Bolashak" graduated from Columbia University and in 2008 received a master's degree in public administration on economic policy management program. Mr Arifkhanov has extensive experience working in Government and key companies including  Kazakhtelecom and Kazatomprom.

"House Construction Savings Bank of Kazakhstan" JSC is the only one bank in Kazakhstan implementing housing construction savings system. HCS system is intended for improvement of housing conditions of people through attracting funds of depositors to housing construction deposits and granting them with housing loans.

With a view of the realizations of the assignment of the President of the Republic of Kazakhstan N.Nazarbayev given on January, 27, 2012 in the Message to the people of Kazakhstan. The complex decision of problems of the progress of the housing construction, providing further increase of the availability of habitation for the population. 

The Holding’s structure includes 11 subsidiaries: Development institutions providing finance, investment and export support to large projects and enterprises, implementation of State program for industrial and innovative development for  2014-2019: Development Bank of Kazakhstan JSC, KazynaCapitalManagement JSC, Investment Fund of Kazakhstan JSC, KazExportGarant Insurance Corporation JSC and Center for State and Private Partnership Projects Support LLP. Institutions providing support to the development of innovative activity, small and medium enterprises and implementing “Road Map of Business 2020” program: National Agency for Technological Development JSC and Damu Entrepreneurship Development Fund JSC. Financial organizations and national companies involved in the implementation of projects in the sphere of real estate, housing construction savings and implementation of the Program for Development of the Regions till 2020: Housing Construction Savings Bank of Kazakhstan JSC, Kazakhstan Mortgage Company JSC, Baiterek Development JSC, Kazakhstan Mortgage Guarantee Fund JSC. 

KazakhExport insurance joint-stock company is the only specialized insurance company which is the Republic of Kazakhstan development institution carrying out the functions of an export-credit agency. The functions of KazakhExport were stipulated in YY 2010-2014 State Program for Accelerated Industrial-innovative Development of Kazakhstan so that to establish adequate financial mechanisms to support the export of Kazakhstan manufacturing sector products to foreign markets.

Kazyna Capital Management JSC is a fund of private equity funds. The company’s mission is to promote and develop an efficient private equity market in Kazakhstan. National holding Baiterek JSC being the sole shareholder of Kazyna Capital Management.

The Bank’s Mission: To promote sustainable development of the national economy through investments to non-energy sector of the country. Vision: Leading operator of the country by assessment and structuring of large infrastructure and industrial projects for private sector and the Government of the Republic of Kazakhstan; specialized development establishment, providing timely and sufficient financing of projects in industry and infrastructure; financial establishment on providing best financing in the national currency; one of the largest financial establishments of Kazakhstan by the amount of assets with recognized authority at international markets; the major agent for raising long term and inexpensive funds and investments for corporative customers.

The mission of the Fund is to promote quality development of SMEs in Kazakhstan through comprehensive support, including a wide range of financial instruments and competencies development programs. The main idea of the Strategy is to transform the Fund to become an effective national institution that implements the state policy of support and development of small and medium-sized businesses. The strategy of Damu Fund contemplates the implementation of the following lines of development: (1) providing financial support to SME entities; (2) development of competencies of SME entities.

Mission of JSC National Agency of Technological Development is to provide effective support of innovative activity in the country. Main kind of activities include taking part in the process of technological forecasting; providing information, analytical and advisory services in the field of innovations development; investments in the industrial and innovative projects by means of equity holding of industrial and innovative activity subjects, formation of legal entities with foreign participants, creation or participation in investment funds and other means provided by the law of the Republic of Kazakhstan.

The mission of JSC "Housing Construction Guarantee Fund" is housing the population through the development of shared-equity housing construction. The main activity of JSC "Housing Construction Guarantee Fund", according to the Law "On the equity participation in housing construction", is to provide guarantees for the completion of construction of a residential house (residential building). Strategic goals until 2023: Providing guarantees for the completion of construction of a residential house (residential building); Ensuring stability and effectiveness of the system of guaranteeing equity participation in housing construction; Protecting the rights and legitimate interests of the equity holders upon the occurrence of warranty case.

The mission of JSC "Mortgage Organization "Kazakhstan Mortgage Company" as the financial operator is the implementation of the state policy in the field of affordable housing for the people of Kazakhstan through a mortgage credit facility, as well as increasing availability of housing by providing rental housing to the general population in order to address the socio-oriented tasks set in the "Strategy-2050" and state programs.

The mission of JSC "Baiterek Development" is to ensure the sustainable competitive development of Kazakhstan’s non-oil sector in the implementation of investment activities in the framework of the development strategy of JSC "National Management Holding "Baiterek". Main activities include the implementation of investment projects in non-oil sector of Kazakhstan's economy: real estate, building materials production and processing industry as well as the return of funds allocated for anti-crisis measures, and completion of financing the construction of troubled shared equity construction facilities.

The main task of Baiterek Holding is management of owned and placed into trust blocks of shares (share of participation) of national development institutions, national companies and other legal entities. The Holding was established with the purpose of optimization in the management system of development institutions, financial organizations and development of the national economy by the Decree of the President of the Republic of Kazakhstan No.571 of 22 May 2013. One of the key tasks of the Holding is ensuring effective and mutually complementary operation of the group of companies included in it.
